NYPD - Historical and Current Research: Policy and Procedure Manuals

This is a guide mainly focusing on the history of the NYPD, but modern sources are covered too. By Ellen Belcher

Most recent NYPD Manuals

NYC made a publicly available NYPD 2017 Patrol Guide available in PDF form. According to this page - the Patrol manual is supposed to be made available to the public since 2016. Linked from that page are the Table of Contents (which gives you the procedural numbers with which you can follow procedural changes) and PDFs of some procedure changes from 2019, 2019, 2022, 2024. These same NYPD issued procedural memoranda should be available at the NYC Municipal Library.

The latest legal publisher version of the NYPD Patrol Guide is at the reference desk - this is a continually updated legal resource - but we keep (and mark obsolete) the replaced pages for historical research purposes. It is the Library's policy to begin with a new guide every year and bind the previous year's Patrol Guide with updates and shelve it in our [Open] Special Collections under call number HV7597. Q4 every year.

An unknown organization or individual has posted a PDF of a freely available NYPD Detective guide updated to 12/10/2018, A table of contents updated to 05/26/2016 is also available.  Some updates to the Detective Guide are documented here.
