Six dynamic activists form the heart of this story: from Brazil, Bertha Lutz; from Cuba, Ofelia Domingez Navarro; from Uruguay, Paulina Luisi; from Panama, Clara Gonzalez; from Chile, Marta Vergara; and from the United States, Doris Stevens. The advent of the twenty-first century marks a significant moment in the history of Latinos in the United States. The "fourth wave" of immigration to America is primarily Latino, and the last decades of the twentieth century saw a significant increase in the number of Latino migrants, a diversification of the nations contributing to this migration, and an increase in the size of the native-born Latino population. A backlash against unauthorized immigration, which may indict all Latinos, is also underway. Understanding the growing Latino population, especially its immigrant dimensions, is therefore a key task for researchers in the social sciences and humanities. The contributors to Immigration and the Border address immigration and border politics and policies, focusing on the U.S. side of the border. The volume editors have arranged the essays into five sections. The two chapters in the first section set the stage and discuss the binational lives of Mexican migrants; chapters in the subsequent sections highlight specific political and policy themes: civic engagement, public policies, political reactions against immigrants, and immigrant leadership. The Latino population in metropolitan New York has increased from 1.7 million in the 1990s to over 2.4 million, constituting a third of the population spread over five boroughs. Puerto Ricans remain the largest subgroup, followed by Dominicans and Mexicans; however, Puerto Ricans are no longer the majority of New York's Latinos as they were throughout most of the twentieth century. Latinos in New York: Communities in Transition, second edition, is the most comprehensive reader available on the experience of New York City's diverse Latino population. The essays in Part I examine the historical and sociocultural context of Latinos in New York. Part II looks at the diversity comprising Latino New York. There is a reason why people claim great respect for officers of the law: the job, by description, is hard--if not deadly. It takes a certain kind of person to accept the consequences of the job-- seeing the very worst situations, on a regular basis, and knowing that one's life is on the line every hour of every day. Working in law enforcement is emotionally and psychologically draining. It affects these public servants both on and off the job. In the case of policing in the era of Black Lives Matters, policing as usual simply is not an option any longer. It is disrespectful, to both the officers and those who are being policed, to rest on the laurels of past policing tactics. As we enter a time period in which police interactions are recorded (dash cams or body cams, for example) and new populations are being targeted (Latinx people), there is much to learn about what is working and what is not.
Making Peace in Drug Wars by
Over the past thirty years, a new form of conflict has ravaged Latin America's largest countries, with well-armed drug cartels fighting not only one another but the state itself. In Colombia, Mexico, and Brazil, leaders cracked down on cartels in hopes of restoring the rule of law and the state's monopoly on force. Instead, cartels fought back - with bullets and bribes - driving spirals of violence and corruption that make mockeries of leaders' state-building aims. Fortunately, some policy reforms quickly curtailed cartel-state conflict, but they proved tragically difficult to sustain. Why do cartels fight states, if not to topple or secede from them? Why do some state crackdowns trigger and exacerbate cartel-state conflict, while others curb it? This study argues that brute-force repression generates incentives for cartels to fight back, while policies that condition repression on cartel violence can effectively deter cartel-state conflict. The politics of drug war, however, make conditional policies all too fragile.
New York and the International Sound of Latin Music, 1940-1990 by
New York City has long been a generative nexus for the transnational Latin music scene. Currently, there is no other place in the Americas where such large numbers of people from throughout the Caribbean come together to make music. In this book, Benjamin Lapidus seeks to recognize all of those musicians under one mighty musical sound, especially those who have historically gone unnoticed. Based on archival research, oral histories, interviews, and musicological analysis, Lapidus examines how interethnic collaboration among musicians, composers, dancers, instrument builders, and music teachers in New York City set a standard for the study, creation, performance, and innovation of Latin music. Musicians specializing in Spanish Caribbean music in New York cultivated a sound that was grounded in tradition, including classical, jazz, and Spanish Caribbean folkloric music. For the first time, Lapidus studies this sound in detail and in its context. He offers a fresh understanding of how musicians made and formally transmitted Spanish Caribbean popular music in New York City from 1940 to 1990.

Latinos in the United States encompass a broad range of racial, socioeconomic, and sociopolitical identities. Originating from the Caribbean, Spain, Central and South America, and Mexico, they have unique justice concerns. The ethnic group includes U.S. citizens, authorized resident aliens, and undocumented aliens, a group that has been a constant partner in the Latino legal landscape for over a century. This book addresses the development and rapid growth of the Latino population in the United States and how race-based discrimination, hate crimes, and other prejudicial attitudes, some of which have been codified via public policy, have grown in response. Salinas explores the degrading practice of racial profiling, an approach used by both federal and state law enforcement agents; the abuse in immigration enforcement; and the use of deadly force against immigrants. The author also discusses the barriers Latinos encounter as they wend their way through the court system. While all minorities face the barrier of racially based jury strikes, bilingual Latinos deal with additional concerns, since limited-English-proficient defendants depend on interpreters to understand the trial process. As a nation rich in ethnic and racial backgrounds, the United States, Salinas argues, should better strive to serve its principles of justice.
